Sorry man, the only way to get it is a nintendo event (which never comes) or an action replay. Don't believe cheats like 'do this and that' and that you will get it, cuz I tried it and it doesn't work. If you REALLY want it, they get 20 bucks, go to best buy, and buy an Action Replay. But be warned, there is a chance that it may corrupt your file, buy the action replay at your own risk.

You have to get it from an event, like at toys r us. you can't get it in the game without using a ds game shark with a code. the toys r us arceus event wont be here for a while, senese the movie didnt come to america yet.
