Where should I study?!?

Question

I wanna study IT, I just don`t want to spend alot of many, moreover I don`t wanna study in the US.

So, how can I find a list of the best universities for IT; I looked for many lists but none of them is realistic, nor give results for specific fields.

Also in Europe (e.g. Germany, France, Italy etc) most of the unis are free of tuitions but you have to learn the language or pick an english speaking intitution. Also check the Netherlands and Scandinavian countries
