Which countries invest more in sports?

which countries spend more money to build up strong and efficient sports policies for their people?

I have no idea what "sports policies" are, but in terms of dollars, the U.S. spends more money on sports stadiums, athletes (highest pay in the USA), and commerical advertising more than any single country in the world. This in part because we are still (currently) as free capitalist driven market, and backers want to sell products to people who watch them.
