I always stay at the Hotel Rott in Prague http://en.venere.com/hotels_prague/stare... It's literally right around the corner from the Old Town Square - about a minute walking from the astronomical clock in the direction of Charles Bridge. Prices on the hotels vary depending on when you're there; this one is in your range now and it's about what I've paid when staying there. It's easy walking distance to all the tourist attractions and close to the metro and trams. The breakfast was pretty good.
