In order to move a layer from one open file to another, while centering the layer in the new document, which tool should be used in conjunction with which key on the keyboard?

layer? what program are you talking about adobe word perfect open office? hummingbird? there are hundreds of programs that use layers so what are you talking about? :)

If its FIFO then the bottom one should go first.

If LIFO then the top one first.
