Who is Rikudou from Naruto?

From Naruto? As I was reading Chapter 376, there was a mention of "Rikudou's eyes.." What or who is that? Here it is:

u mean the rin negan  its a bloodline left by a god i think for generation to gen and it was awaken who ever holds those eyes controls the 6 elements just read the manga its up to chapter 406 now lol

The person is currently unknown but apperatnty it is someone who at one time had the Rinnegan,as a blood line limit,it seemed to be someone that ma and pa toads knew,possibly from someone in there past.
