It is irrelevant to compare Empress Michiko and Elizabeth II on the same level, since Empress Michikois is only an "Empress consort" to Emperor Akihito, a curtsey title gained through marriage, where Elizabeth II is Queen Regent, a substantive title gained through inheritance. One is a commoner and one was born into royalty, they come from a complete different family background and upbringing (culture, religion, education etc.)

Note: Elizabeth II is Queen Regent of the United Kingdom, not just England itself. Therefore, it is incorrect to refer Elizabeth II as “Queen of England.” That title has long been abandoned since the turn of the 17th century.
