Who is this James I person?

What was this rivalry of London and Plymouth Merchants how did he settle it?

James was the King of Scotland before he was King of England. He was the 6th king in Scotland called James thus reffered to as James VI in Scotland when he succeeded his Mum - Mary, Queen of Scots in 1567 aged 1 year old.

Then in 1603 he became King of England and Ireland and being the first ruler named James was referred to there as James I.

I really don't know much about his life saying that so don't know about your Merchants!

Sorry, James I is dead.  He was the king of England.
