Who is this character? I think he's from some anime or manga, but I don't really know.

It's Kanone Hilbert from the Spiral manga (Spiral: Suiri no Kizuna and Spiral Alive).  There is an anime adaptation of Spiral: Suiri no Kizuna called Spiral.
