Depends. State agency can own the, city municipality can own them, county gov can own them. some private company's can own them. Even federal gov owns phone polls. Its not always phone lines on them either. You have fiber optics, power lines, phone, and coaxial cable too. Not all in the same places but any of those cables can be aerial.
