There is another James Bulger.  He was a 2 year old British boy who was lured away from a train station and murdered by two 10 year olds, just for fun.  They were apprehended and convicted because the area where the crime was committed was monitored by closed-circuit cameras.  The two boys who murdered him were let loose when they turned 18 because they were juveniles when they committed the murder.
