The theoretical physicist would be the smartest as he would have the same knowledge as the rocket scientist yet they would be more prone to think outside the box and try new theories.

A theoretical physicist of course.He comes up with newstuff. Where as a rocket scientist imagination is limited to rockets!

They may both be fools but very knowledgeable in their particular field. Are the scientists who created the atomic bomb smart or dumb? Is the cleaning lady less smart because she isn't wearing a white coat and working in a lab? For all we know the rocket scientist doesn't know how to use his top loader and the theoretical physicist can't work a dishwasher!
