Why do i get pisces rising?

i just found out that my rising sign is pisces which is in second degree of pisces decan.. i feel that all the planet my birth chart is always fall on the bad date. why is that?

I have Pisces rising.  Why is it bad?  Pisces rising is a great thing to have..in my opinion.
