Why does my cat pee everywhere?

I mean, he's always peeing around the house and it's just gross. He has peed on me twice eww and he wasn't even on me! It's like he turned into a skunk.... why do male cats do that? Is there a way to stop it?

    If he has been neutered, then he most likely has a urinary tract infection/disorder and needs to be seen immediately to receive antibiotics to clear up the infection.  Male cats are prone to urethral blockages and this will become life-threatening if left untreated.  Here's more about urinary tract disorders in cats: http://www.marvistavet.com/html/body_fel...
