He has a generic monster heel gimmick... it's really nothing special, which is why people can get sick of him.

He is marketed as a heel. So, it is completely normal.

Two reasons, I think.  One, although the WWE doesn't specifically bill him as a heel (and he doesn't cheat), he has so far mostly just squashed smaller faces.

Two, for a WWE character he's very bland.  He doesn't smile or show any other emotions, he doesn't do promos, he doesn't do run-ins.  Basically he doesn't act like a WWE wrestler.

I, for one, like Kozlov and his (lack of a) gimmick.  He's a throwback to an earlier generation of wrestler who didn't wear colorful get-ups or dance to the ring.  He's a no-nonsense old-school bruiser.  The WWE could use a few more like him.
