Why is casa consulate so difficult?

for getting visas why they make it so hard to get approved???

Edit: Primarily because Moroccan citizens still migrate north to Europe and to the US in large numbers, both legally and illegally, as I imagine you know. Moroccan participation in the Diversity Visa Lottery Program is one of the highest in the world. It's usually easier to get a visa when the people who got visas ahead of you came back on time.
