  2. Because of the Alps, that hold the clouds, and because the Po valley once was a huge swamp and the land is still humid so it's usually misty. It doesn't rain a lot, the humidity comes from the mist.

  3. Wetly? Northern Italy isn't all that wet. Parts are indeed famous for its fog (parts of Lombardy and the veneto) but it's not an entirely constantly wet area.

  4. it may be because northern italy is mountainous and near the alps.  so there will be more rain from the clouds as in scotland and the lake district in northern england.
