Why isn't Richard Ramirez dead?

Question

It says on wikipedia he's been sentenced to death by "gas chamber" but his trial ended almost 20 years ago. why hasn't he been executed yet?

If he was sentenced during the frequent spells that California declares a moratorium on the death penalty, he would  be serving a life sentence like Charles Manson is.  If it takes 20+ years to work a case through death row in California as it often does, Texas ought to be the model.  Try 'em and fry 'em.

He should have been executed 20 minutes after the sentencing!
