Why wont with layout work?

You are just posting an image; not a layout.  To answer your question, you need to post the code.  

If you are trying to turn that image into a layout, you will need to decide how complex you want it to be and set up a style sheet, to position your text and other information in the right places.

If you just want to use that image as a background, just set it as a background image, and then code everything else over it.
