I have to ask it again: I dont have a Schengen visa. My flight to Washington,DC will make a connection at Schiphol. I'll have to wait there for 5 hours. Do you think I can see my Dutch friend?

  1. You need to be in the airport something like three hours before an international flight.  No one is allowed past security unless they are actually flying somewhere.   It will probably take you at least an hour to get through customs to get OUT of the airport, and three hours to get back in.  On the assumption that your flight in arrives ON TIME, you might have an hour.  Do you really think so?

  2. NO. You can't leave the secured area. When going through arrivals you need to have a reason to enter the Netherlands. Only if you had a stopover, whith a ticket to show for it, you can leave, but not in this case.

I know you would be very eager to see him/her, but than you should have booked a stopover in Amsterdam.

  3. No you cannot see him. You will not be allowed to leave a certain area of the airport and your friend won't be allowed to enter that area. Sorry. Why not try to get a Schengen visa?

  4. I remember your last question about Schiphol where it was not clear

As I explained before, if you hold a US/Canadian etc (link I sent last time) passport that entitles you to travel under the Visa Waiver Program, then you will not need a Schengen Visa

If you do not not fall under the Visa Waiver Program or hold a EU/EEA passport, then you will need a Schegen visa to exit the passport control area of Schiphol.

Your friend cannot enter via passport control without a airplane ticket (and of course passport).

Therefore unless you have one of these options, then the answer is no, you cannot see one another at Schiphol during your stopover

As Vincent mentioned - why not just investigate the possibilities of obtaining a Schengen visa?  Contact the Dutch embassy in your home country.
