Wind Turbine?

I recently saw a couple of articles floating around the web of a guy with more efficient turbines. He had like multiple layers of blades on the turbines (extra gangs). I was wondering if someone could point me towards the article or website.

That's not a true story it was a "theory" the guy made up but no turbines have been built.
