Withdraw money overseas' exchange rate?

can anybody tell me how much is the interest rate if i withdraw money from overseas atm? is it a lot lot lower? how much will i 'loss' if i withdraw in UK here and in Germany? say 200 pounds?

If you use your bank debit card, or your regular credit card, your interest is the same as your existing card rate.

However, there are fees and the exchange rates can vary somewhat.
