World Volleyball League?

why Iran can not play in World Volleyball League? and what is the features of teams that invited to this league?

Teams are able to compete in the World League once those national teams prove that they can be competitive. They do this by playing other national teams in their regions.

The World League has no qualification procedure. Teams are invited to participate directly by the FIVB. If the FIVB board feels a national team will be competitive, they invite them. This organization has no public political stance as many communist countries have played in World League competition.
