Yamaha qt50 governor?

wheres the governor on a yamaha qt50 moped?

The only info I am finding states that it is in the wiring, and not really a governor, but causing the effect of one. I'm including a link to a schematic, with directions, I caution you on using this because you could cause high rpm detonation, perhaps burning a hole through the piston. The author advises you work in increments, and I strongly advise you to do so.
