Yugioh question water dragon?

can water dragon be tributed to be summon or is it bound to the effects of Hydrogen h20 only. Can I scarfice two monsters or it must be summon by that magic cards. Is it 2 ways or 1 way of summon the card. What about monster reborn,

it cannot be tributed, for the txt says it can only be summoned by the effect of bonding h20.

and no it cannot be special summoned bcuz the text specificaly  states that it cannot be special summoned except by BONDING H20

SO BONDING H20 IS THE ONLY ROUTE TO SUMMONING WATER DRAGON

there are no loop holes sorry.

No you cannot use Monster R. cuz it doesn't say that it ignores effects. If you find a card that says  something like "regardless of Summoning conditions" or something like that, Bonding H2O is the only way. It also says on the W. Dragon that it can only be Special Summoned by Bonding H20.

You cannot use Monster Reborn, however you can summon it from the graveyard by using Bonding H2O if you still have the proper summoning material.
