Yes. It acts without authority which is what United Nations is for. No nation goes to war without U.N. approval is the idea. U.N. supposed to stop nation which attacks other nation . Agreement formed after Nuremberg War Crimes Trials . Human Supremacist Attitudes one rejected could help U.N. become what it should. Citizens can help as well

No. How can we be a rogue superpower? Rogue to what? The UN? The UN is a collection of nations that make suggestions to other nations. There is no real compulsion to obey their dictates because they are not part of our government. They're a social contract, not a level of our government.

I wouldn't say we're a rouge superpower.  Not many people wear rouge these days, do they?  Maybe we were a rouge superpower back in the 80s.  We were also a neon and hairspray superpower then.

I am sure there are many women (and some men) who wear rouge in America.  I don't think everyone does though (I know I don't).  As to whether we are a superpower in the wearing of rouge I really couldn't say as I do not know how many other countries use rouge, and if it is used at a higher or lower rate than the US.  Maybe Revlon would be able to get you some sales statistics that might help.

Its a matter of perception and expectations.  No one expects China or Russia to act morally, they clearly are motivated by self-interest so no one is disappointed.   The US tries to hold a moral high ground when its obvious they are acting in some sense of self interest.  It comes off as hypocritical, regardless of intent.  

I for one would like us to bring all of our troops home (Japan, Europe, Iraq, wherever) and stop all of this senseless use of rouge.  We just look like whores.

some americans do use rouge (a cosmetic). are we a rogue superpower? absolutely. littlebush, dickless cheney and rampage rove have turned this country into one of the worst terrorist nations ever.

When America goes at it alone - unilaterally, it takes on a "rouge" character. When acting with allies in a coalition, we can do a lot of good in the world.

no. a rouge nation does what it wants for itself. the usa helps others. funds most of the un and foreign food aid and relief programs as well as provide medical housing and schools for milloins on this planet. rouge nations do not do that. the soviets and n***s certainly did not nor did the roman empires.
