man fears, and what man fears man destroys".

Does anybody know who EXACTLY said this quote? I've seen it all over Anti-BSL websites and posters, but I can't seem to track down the origin! I'm using it in a paper on BSL and I have to cite my sources =]

Can you just include it with " as has often been said, man destroys what he fears in order to protect himself."?

It is possible that no one person can lay claim to the original quote because it is a commonsense experience.
