Regsitering a car in PA?

i bought car from a friend who lost the title could i register and insure the car in name with him still being the owner on title

Don't buy a car without a title.

It is the sellers responsibility to have a title. Make him file for a duplicate title.

Third.

No, you can not register it in your name.

You can take your friend down to DMV have him file for a lost and start the process to place the title in your name.
