ok for my sweet 16 the theme is glow in the dark so I'm making everyone wear white t-shirts and I'm gonna have black lights in the ceiling and i was looking at them on line and there were three i saw i could use : florescent ones (which i later found out i couldn't use cause the place has a dimmer), regular 75 watt incandescent ones, and 120 watt incandescent reflector ones so i was wondering which one would be better for lighting a room and the reflector one say flood and i have no idea what that means

  1. Fluorescent Lamps offer the best ultraviolet effects. I don't think you will be very happy with the incandescent types as they are very hot and don't throw UV light very far and they are very hot.  You can check out a compnay that specializes in UV lamps and that is www.wildfirefx.com.

  2. Flood lights are cone-shaped, and project light out in a broad cone. They have a reflector in the back that reflects light that would normally fall towards the socket out towards the lens.

A light without a reflector in it will throw some light in every direction--even back towards the socket.

Which one is best depends on the room you're using, where the fixtures are, and how many bulbs you want. If the room has high ceilings and you can mount the bulbs up there, floods would be great because they'll spread lots of light straight down. If you have to bring your own lights, you might be better off with the incandescent bulbs in table lamps that you bring to the party yourself.
