Reinstall an uninstalled program

Question

I inadvertantly uninstalled my program for Windows 95(?). I have an old Acer Aspire desktop purchased in or around 1997-1998. It doesn't even have an Ethernet card. I purchased it for my granddaughter when she was 5 and now she is 15 and it still works.

The serial # and validation # is: 2601387305
DS # is: DS.AB576.002 and Part # is: 91.AB576.M05

Can this be reinstalled at a reasonable or free price or do I need to purchase a Acer Librarian cd? The error message I get is: "Error 7323=One or more network transport drivers failed to load--Windows registry or SYSTEM.INI file needs to be reinstalled."

I will so not try to free up disk space again if I can get get this repaired reasonably!!
