  1. Im not sure about this, but I think they dont, as long as they have their documents right then they are like tourists, my mom drives from Monterrey to Laredo like once every month and she has no issues with her Mexican license.


  2. No, and this person is not eligible to get a Texas drivers license.  however, he will probablu need some insurance coverage.
