The first of the Four Noble Truths in Buddhism is "Life is Suffering".  We all get sick, lose loved ones, experience pain, etc.  It is not God's plan to make them suffer, but if life on Earth was with out pain, what would be the point of Heaven?

It is often God's plan to make them stronger! It's like the elder person teaching the child how to balance on the bicycle, how to swim etc., the

elder is always there to watch over you as you learn: God is always there taking care, while His tests make you strong and self-reliant!

There is no god. Unfortunately, poor families usually produce poor children, so the cycle is continued. It really is a matter of luck which kind of life you are born into. If you are surrounded by affluence, education and a strong work ethic, it is likely you will follow those models. If you are born into poverty and know no differently and don't have the financial means to go to college or a trade school, you are probably stuck there. Every society has always had similar social hierarchies. It's really no different than wildlife. Within any herd, pack, flock, etc.. you have the alpha animals that are healthy and reproduce strong offspring and you have the lesser animals who may not be so fit. It's just evolution at work. Everybody is equal when it comes rights, but not everybody is equal when it comes to intelligence and drive.

God doesn't exist.

These people are poor because over time, countries have industrialised, health care improved, fertility rates went down whilst other countries didn't, and those people kept having children even though they couldn't afford to feed themselves. That's why they are poor, and will continue to be intil the countries that can afford it take drastic action. Time will tell.
