  1. Answers:

1.Reliquished does not take control of the equiped monster, it just gains the selected monster's atk and def, and yes, reliquished does take the effect of a eqiup card that was equiped to the equiped monster.

2.the monster card that is equiped to relinquished is destroyed, but then if relinquished is targeted without a monster equiped to him he gets destroyed.

    3. No, since you have to tribute a monster you control.

  2. Just to add to the previous answer, Relinquished gains the attack of the card it turns into an equip card SPELL CARD. Relinquished does not get the monster it captures effect nor can the card be used for a tribute summon.

Lastly if Relinquish is destroyed by a spell card then both relinquished and the equipped monster die.

The good point about relinquished is that he removes a monster from your opponent's side of the field and if he is attacked while equipped with a monster he won't die and your opponent will take the same amount of damage as you do.

The bad point is that he lacks defense against magic or trap cards and with all the monster removal thats around right now he dies to fast. Originally he was a great card because you could use his to get Thousand-Eyes-Retrict and with the help of a few negation cards essentially win the duel.

PS: To clarify your first sentence the stolen monsters are always treated as an equip spell card never a trap card.
