Reload xp on laptop

I have a toshiba Satellite 4600 and I formated the harddrive. I tried to reboot it with a Windows XP Cd Rom and it did not work. So i tried a windows 98 SE floppy disc and it booted up to A drive but now wont read the Cd Rom. Can you help me get my laptop going or tell me how.?
