    It was a trade center with lots of disposable income and had a powerful seat of the church there.

    Machiavelli believed whatever would keep him employed.  He would assess the eladeers you mentioned how you wanted him to if you paid him enough.

    He developed this philosophy as he wanted to succeed in his own life, by having a strong patron support him and his family.
