Renewal of Short validity Passport?

My current passport was issued under tatkal scheme at Bombay for a period of 5 years and it is expiring this month. Right now I am staying in NOIDA for last 2 years. I have to visit abroad next month and need to get my passport renewed immediately, would appreciate if you can answer below questions -

1) Since there is a change of address, will police verification be required because mine is a short-validity passport case? I have read in several forums that delay in Passport is generally due to police verification only.

2) How long does it take on average for the renewal of short validity passport?

3) Whether the Noida passport office needs to get the no objection/Clearance from Bombay passport office?

4) Do I have to pay any fee as the application will be for the renewal of short validity passport?

police verification will be required as there is change of address.  clearance from mumbai passport office will be required and then only the validity of this passport will be renewed. and yes u will have to pay fees, and get more details from passport office.
