Renting an apartment?

When you are looking for an apartment, (in Baltimore) and the rent price per month is set, does that normally include the utilities aside from the phone?

    I lived in Brookveiw apartments in Mount Washington area of Baltimore (great place, beautiful location).  Rent there didn't include anything but was set.  The total building water/sewer bill was divided up among the residents, gas and electric was metered and billed per apartment.  Trash was included (a dumpster)

    Now I live in Baltimore County and trash and water/sewer are included, but nothing else.

    I haven't lived in a high rise (more than 3 stories) apartment complex to let you know what was included, but I do know you have to pay at least $40-$50 for a monthly parking garage pass if you want to have a parking space.

  3. if renting a apt. you have to ask the landlord or leasing agent. or walk around the building and see if they have the same amount of meters  as units. if moving into a complex you pay the utilities ,private home they usually pay.
