Repairing a neoprene kayak spray skirt?

Question

It's not torn through, just wearing around the edges where it goes onto the coaming. I think you can use some kind of silicone but not sure how to go about it??

I'd spring for a new one.  It's a really important piece of gear if you have to roll in whitewater.  Not worth risking your life for $70...
