Repairing fan balancer

Question

There is a very loud noise like a belt is partly broken and hitting a part in the AC.What I could see  is that the metal balancer on the fan is loose on one blade.
I need to know how do I fix it??? What s***w, Bolt or clip do I need.
What can I do to make it easier to work on.
