Replacement of lost passport in Canada.?

My cousin was mugged and he lost his passport and belongings in Canada.

He was traveling on an Indian passport, visa details I am not aware of.

Where can I get details for the procedure and information about the government authorities he should contact for getting a replacement passport and visa?

    did he reported being mugged ?to the police ? he must do that first, to have the police report to take with him to the Indian Embassy as proof ;

  3. Contact the Visa officer in India and also inform to the Canada Police so that they will get the details from the Indian Embassy.

  4. report the passport stolen to the local police,take that report and go to the local embassy - remember to report the passport stolen in case the mugger sells it or commits crime with it
