  1. Yes, probably.  Tread pattern and tire weight have a lot to do with this, though.  If you are running a hybrid tires with a pronounced tread, you will be able to go faster just by getting a slick tire.  Also, because rotating mass has a huge effect on acceleration, lighter tires will improve your performance.

There are some things you need to do when going to a narrower tire.  First, you have less rubber to protect your rim.  Thus, you need to run higher pressure inside the tire to avoid pinch flats.  Secondly, you need to check pressure regularly to be sure the tire is within an acceptable range.

    Hope this helps.

  2. Hm. I thought I answered this a couple of days ago.

Yes, using narrower tires and high pressure tubes will definitely improve performance.

I am not absolutely sure but think that your bike has schraeder valves- like a car tire. I suggest going to presta valves- this will require getting an adapter for the valve hole AND a new pump OR a presta/schraeder adapter to inflate.

Also, it would be a very good idea to replace the rubber or plastic rim strip that cover the spoke holes with a cloth rim tape.
