the best replica would be an actual firearm replica that has been deactivated

Note that this company has a custom shop, if you contact the custom shop they can create a deactivated model for you, or basically a model that was never activated.  Note, however, that these are $500 dollar guns and having the custom shop make you a special one will up the cost to $700
