  1. Report to both - one will be correct

  2. It depends on what state you are in. Most states require that a person at least hold an A.S. in early childhood education. If the person running the center that is attached to a public school then it should be exempt from licensing law. Look on your states web site this will provide a great deal of info on what to look for. The one for Florida is www.myflorida.com/childcare

  3. Every State has its own laws.  Check what the law is for your state.  You could try reporting it to both MCYS and MOE and I am sure they will follow through.

  4. Anyone can operate a child care center without a licence. It is up to the operator to be above suspicion and to operate a quality center by hiring experienced people, having a curriculum in place, and observing all safety and health guidelines. I would be suspicious if none of these were met and there were many accidents. It is easier to monitor a licenced center than an unlicenced one. If there is anything going on, report the operator to the Ministry of Children and Youth Services.

  5. What country/state are you requesting info for?

MCYS/MOE appears to be a Singapore organization?
