  1. You would need to be in the USA on a visa that allows work such as H1B or H2.

  2. Waht do you mean he has a passport to come to the US. That is not what gets you in. He needs a visa.To work he needs a work permit, as I presume he can't get a green card or you would have mentioned it. All the details are on the US Embassy website in Mexico City. That will tell you more than anyone here can.I have put the link below, in English or Spanish. Take your pick.

  3. He needs to get a green card. He may not even need that.

  4. If he has a university degree in certain fields he can get a TN visa fairly easily. Otherwise, the process takes so long the only other legal ways in are by marrying a US permanent resident or citizen or by getting sponsored by a very close relative who is already in the US legally. Their chances otherwise are very low. And for low end job, they would be competing with 10,000,000 illegal Mexicans here already.

I am an engineer from Canada and my green card will take about four years and cost me about $14,000. I came to the USA on the TN visa which is only for educated and highly skilled Canadians and Mexicans and am on an H-1B now.

And the H-1B cost me $5,000 and right now, the H-1Bs are distributed by lottery just once a year.
