  1. Well, you would be potentially eligible to apply for an F-2 immediaely after your marriage or any time after that while she remains in status. However, there is a fair amount of paperwork that needs to be done first before you can actually apply. first, your wife needs to talk to her school and get you added on her I-20 and get you registered in the student visa database, SEVIS. Until that happens, you can't even apply for an F-2. You would need to have the I-20 in hand to do the interview. The school would estimate the costs of having you live with your wife in the US, and you would need to show how you are going to manage that in order to be approved. If you aren't already aware of it, you cannot work in the US on an F-2, so all of your expenses would be out of pocket. You would need to have a current passport, fill out the application forms, bring your I-20, bring your marriage certificate, (very important, that) and financial evidence of your ability to survive a life as a non-working spouse in the US.

No way to say what your chances are, much less quantify them with a percentage range.Anyone who tries is just pretending. However, it is at least possible.

  2. As long as your wife is a legitimate F-1 visa holder, in status, you may apply for an F-2 visa.  The primary requirements are a dependent I-20 from her school, a visa application and supporting documentation from you, evidence of financial ability to support the both of you in the US for the duration of her schooling without either one of you having to work, and evidence that you will honor the visa requirements.  Contact the nearest US Embassy/Consulate Non-Immigrant Visa Section for more information.
