Required documents to take my newborn out of the country to Puerto Penasco Mexico.?

My fiance and I are going on vacation to Puerto Penasco, Mexico. We have a 2 month old infant, what are the requirements for us to take her out of country? Also with laws changing what do I also need for myself?

  1. If you are FLYING, all of you, including the baby must have passports or proof of application for passports.  See 1st website below for all passport info and how to travel with proof of application for a passport if you are travelling before Sept. 30.  If you are driving, you do not need passports.  Baby needs certified birth certificate and adults need certified birth certificate and gov't issued picture I.D.
