  1. Entering as an immigrant, or a non-immigrant?  The requirements are, naturally, quite different.  And where are you at the moment?

    Regardless, you will need to apply with the appropriate documents at a US foreign mission.  Assuming you are in the Philippines, it is best to go directly to the source:

    For a non-immigrant visa, you will need to fill out the DS-156 application and supporting documents, if necessary, make an appointment at the embassy, pay the visa fee, and then be interviewed by a Consular officer:

    One of the primary requirements will be for you to overcome the presumption that you are an intending immigrant by demonstrating significant ties to the Philippines:
