I'll be going home to the Philippines from Qatar for vacation soon. I was told I have to apply for an OEC clearance before I leave the Phils. and this clearance will also waive taxes at the airport. Can someone advice on what the procedure is and what the documentary requirements are?

  1. If there's a Philippine Consulate in Qatar like here in Jeddah, better inquire from them if they issue OEC because it will be faster and cheaper.  Here, they need a copy of the passport with an exit-reentry visa.  Then you fill up the form and pay (we pay 15SR for OEC, plus 90SR for OWWA which is valid for 2 yrs). The validity of the OEC is 60 days, if I remember it right, from the date of issuance.

If you're able to do this, you'll be able to enjoy your vacation more.

  2. Passport, ticket and P2,500 or thereabouts.

Go to POEA corner EDSA and Ortegas.   From the Lobby, get to this door just past the elevadors.  Some kinda basement thing.   Get the form and fill it up.   There are plastic monoblock chairs lined up.  You sit there and begin to do a Trip to Jerusalem act,  cuz people up front get to leave their seats and a domino effect trickles down to where you're at.   Finally, after the designated two or three windows,  you get your Overseas Employment Certificate (OEC).
