Rescue Program for a Floppy

Question

I need a Windows Recovery program that I can put on a Floppy Disk.
If I have a PC crash that doesnt has either a USB port or an optical drive I can still boot the PC with a Floppy rescue disk and diagnose and correct any problems.
I already have Windows 98 boot disk but that does not give me any diagnose and correction programs.

Anybody have a good program that will do this and I can install it on a Floppy Disk, please let me know.
