Residency Program in Psychiatry?

I was wondering if it was possible to attend medical school and complete a residency program at the same time?

No, you must attend medical school, which will include clinical elements in which you help with patients, etc.  A resident is a full doctor, and you can't do that until you've gone through the four years and passed the first set of board exams.  Plus, residents work 60-90 hours per week, and med school is about 60+ hours per week.  When would anyone sleep?
